The Riyadh facility was designed and built to the specification of a partner factory in China specialising in network products such as CPE, ONT and FTTR equipment. The design came from those operating partners, along with supervision and knowledge transfer from that factory's own team.

SKD assembly today
Production is staged. Major sub-assemblies arrive partly built and are completed, tested and packaged locally. SKD is the step that gets a working line, trained staff and a delivered product first.
Commissioned in phases
This is not a finished full-scale plant, and it is described that way deliberately. An operator planning around it should ask which stage a given product line is at.

Two groups. Network device vendors who want an assembly presence in the Kingdom without building a facility, where the line assembles to the vendor’s own design; and operators or large enterprises procuring CPE at volume who have local-content requirements to meet or import lead times to shorten.
Either way the conversation starts with volumes, specification and timeline. When this is the wrong fit: a one-off order of a few hundred units, a design still changing, or a requirement for component-level fabrication — the facility assembles and tests devices, it does not make chips.

Is Interkey Semiconductor a chip fabrication plant?
No, and the name invites that misreading. It is a network equipment manufacturing and assembly operation: production of finished connectivity devices such as 5G CPE, mesh routers, 5G MiFi and ONT. It does not fabricate semiconductors.
What does SKD assembly mean in practice?
SKD, semi-knocked-down, means major sub-assemblies arrive partly built and are completed, tested and packaged in Riyadh. That is the stage the facility operates on its four production lines. Ask what the local-content position of a given programme is under that stage rather than assuming a deeper one.
Does Interkey manufacture only for one vendor?
No. It is explicitly open to all manufacturers of network devices. It operates as a contract manufacturer rather than a captive line for a single brand.
Does the facility design the product, or build to ours?
It builds to yours. The model is OEM contract assembly: you bring the design and specification, the line assembles, tests and packages to it. Establish the specification and volumes early, because those are what determine whether a programme fits.
