The case
Almost every router, ONT and CPE in a Saudi home or office arrived from a factory several thousand kilometres away. That works until it does not. Lead times stretch, a shipping route closes, a component allocation goes elsewhere, and an operator with a fibre rollout schedule discovers that its schedule now belongs to somebody else’s logistics.
Interkey Semiconductor exists to move part of that production into the Kingdom. It is an independent company formed specifically to focus on OEM manufacturing, and it operates as a contract manufacturer: it is open to all manufacturers of network devices rather than being a captive line for one brand.
The strategic ambition, stated in the company’s own material, is to become one of the first OEM/ODM manufacturers serving all vendors in the Kingdom, to help make Saudi Arabia a production hub for connectivity products in the Middle East, and to contribute to non-oil export of network products into the Middle East, Africa and South East Asia. That is a Vision 2030 argument, and it is also a supply chain one.
Where it stands today
Current operating figures, separated deliberately from the roadmap further down this page. Everything in this block is capability that exists today; everything described as a roadmap is dated and labelled as one.
The facility
The Riyadh facility was designed and built to the specification of a partner factory in China that specialises in producing network products such as CPE, ONT and FTTR equipment. The design was provided by those operating partners, and supervision and knowledge transfer come from a team with more than 25 years of experience in this category of manufacturing. The intent was explicitly to replicate a proven setup rather than to design one from first principles.

Production is staged. Major sub-assemblies arrive partly built and are completed, tested and packaged locally. SKD is the step that gets a working line, trained staff and a delivered product first.
The roadmap then moves to completely-knocked-down production, where the product is built from component level in the Kingdom. CKD is where local content genuinely increases, and the target for full CKD production is the first half of 2028. That is a roadmap date, stated as one.
This is not a finished full-scale plant, and it is described that way deliberately. An operator planning around it should ask which stage a given product line is at.
Product line
The targeted products at launch are the connectivity devices that sit at the edge of fixed and mobile networks. These are high-volume, operator-distributed products. That is the point: they are the categories where local assembly has a real effect on lead time and on the proportion of value captured domestically.

Buyers
Two groups. The first is network device vendors who want a manufacturing and assembly presence in the Kingdom without building a facility themselves. Today that is the OEM relationship, where Interkey Semiconductor builds to the vendor’s own design and specification; moving toward ODM, where more of the design work happens here, is the stated long-term strategy rather than what is on offer this year.
The second is operators and large enterprises procuring CPE at volume who have local content requirements to meet, or who have been burned by import lead times and want a shorter, in-Kingdom supply line for at least part of their fleet.
In both cases the conversation starts with volumes, product specification and timeline, because those determine whether a programme fits the SKD stage now or should be planned against the CKD roadmap.
One company
Interkey has been distributing 5G products and doing telecommunications engineering since long before the factory existed, and it operates deep packet inspection software used inside operator networks. The manufacturing business sits alongside that rather than apart from it: the same customers, the same networks, and an unusually direct line between the people who build the hardware and the people who have spent 25 years supporting the networks it plugs into.
